民國(guó)初年，十里洋場(chǎng)的香江市是大家向往的僅存的安逸之地，香江一江隔南北兩岸，兩岸卻是完全不同的兩種光景。北岸戰(zhàn)火紛飛飽受戰(zhàn)爭(zhēng)侵襲，南岸卻燈火通明，紙醉金迷，流行牌九行當(dāng)。富人沉迷傾家蕩產(chǎn)，窮人被禍害的性命不保。其中最有名的牌九場(chǎng)所“大世界”最近從東洋來了一位騙術(shù)精湛的牌技高手名叫木村，他不僅頻繁使用千術(shù)坑害百姓，更加揚(yáng)言自己能打敗香江所有的同行高手，以牌腐蝕國(guó)人。 香江青年“一路發(fā)”聽說木村在大世界大擺千局，暗設(shè)機(jī)關(guān)坑騙同胞，為揭穿木村的陰謀，一路發(fā)帶著自己的兄弟陳柏年來到大世界，假裝陷進(jìn)木村設(shè)下的圈套。
